My rhode island red bantam appears unsteady on its feet any suggestions?

the bird is eating and drinking well, poo is as normal, but it does appear to have dandruff , although this could be due to its having recently moulted. It can't raise a leg to preen without staggering. We have brought it in to the house to warm it up overnight and it appears slightly better today but the balance is still not right.
