Is it more effective to apply for jobs online or actually speak to recruiters directly at employment offices?

The sheer volume of applicants applying for the same vacancies online is totally discouraging. I was just wondering whether or not it might improve my chances by actually visiting recruitment officers face to face as opposed to applying for positions online.
